As the mid-terms approach, a lot of college students are eligible to vote for the first time. Many of them, though, won't exercise that right for, what seems like a pretty silly reason. According to a recent study in Virginia, a large number of college students aren't mailing in their absentee ballots because they don't know how or where to buy a stamp. Actually, this shouldn't stop them at all because the U.S. Postal Service will mail absentee ballots even if they don't have postage. Instead of returning the ballot to the sender, they charge the local election board.
