Heroin Overdose Shuts Down Westbound I-74

(Green Township, Hamilton County, OH)--I-74 westbound was shut down Friday afternoon near North Bend Rd.  after a semi tractor-trailer driver overdosed on heroin and passed out. 

Deputies said that Scotty R. Kinmon, 28, of Crittenden, KY ingested heroin while driving. He lost consciousnesss and the truck jackknifed, ending up in a guardrail.   All westbound lanes were blocked.

Some drivers were able to pull Kinmon out of his cab, and began CPR. 

A Hamilton County sheriff's deputy and Green Township police officer administered Narcan to Kinmon, who became responsive.

Kinmon was taken to Mercy West Hospital for treatment, and then transferred to the Hamilton County Justice Center. 

Kinmon is charged with OVI, Failure to Maintain Control, and Operation of a Commercial Motor Vehicle while under the influence of a controlled substance.
