(700 WLW)- On Tuesday, July 4, 2017, at approximately 1:15am, District 4 Officers responded to the 700 block of Oak Street to investigate a report of a person shot. First responders located the victim, but he had already succumbed to his injuries. The victim has been identified as William Thomas. Then on Wednesday, July 5, 2017, the Homicide Unit signed murder charges against Quran Palmer (pictured). With assistance from the Fugitive Apprehension Unit, Quran Palmer was arrested and transported to the Hamilton County Justice Center.
