New Guidelines for Covington Schools

( COVINGTON, KY ) -- A settlement has been agreed upon by Covington Independent Public Schools after the Children's Law Center and the American Civil Liberties Union sued a school resource officer.

In what the ACLU claimed was a violation of their civil rights, Deputy Kevin Sumner allegedly shackled a pair of children who are said to have ADHD among other issues back in 2015. Sumner allegedly locked handcuffs around the children's biceps and forced their hands behind their backs. One incident of a boy with his arms handcuffed behind his back by the biceps while he cried was captured on camera in November 2014.

Kenton County Sheriff Chuck Korzenborn is also named in the lawsuit for allegedly failing to properly train and supervise Deputy Sumner. Claims also say that the Kenton County Sheriff's Office violated the Americans with Disabilities Act based on the treatment of the children.

New guidelines say that school resource officers and other law enforcement will only intervene if a child is a direct threat to the physical safety of other children or has committed a serious crime. Those guidelines will take affect within 2-3 years.
