Not many of the homeowners in the path of Florence's catastrophic flooding have flood insurance. An industry consultant estimates only 10 to 20 percent of coastal homes in Eastern North Carolina, hardest hit by the floods, are covered through the National Flood Insurance Program. As few as one percent of inland homeowners are covered. Basic policies don't cover flood damage, and the government program doesn't always provide as much assistance as homeowners expect. It's early, but estimated losses from the storm range from $3-5 Billion.
