The U.S. Supreme Court is narrowing a president's power to make recess appointments.  The case came about due to a dispute between President Obama and Senate Republicans.  They claimed Obama had no authority to put three people on the National Labor Relations Board in January of 2012 when the Senate was out of town.  Republicans claimed the Senate was not actually in recess at the time Obama made the appointments.  The high court agreed with Senate Republicans in today's unanimous ruling.
