(Cincinnati) -- The City of Cincinnati conducted a survey of the Public Services Department after receiving numerous employee complaints.  There were allegations of a hostile work environment, and the claims appear to be true.

Interim City Manager Scott Stiles says those who responded to the survey used words like "slavery", "prison", and cited instances of mistrust, fear of retaliation and sabotage.  Stiles says they'll start strategy meetings this week, promising a fix.
