( Cincinnati ) - A ruling Wednesday from the First District Court of Appeals means Cincinnati's $92 million plan to lease city parking meters and garages to the Port Authority can now go forward.

The plan was a major part of the Mayor and City Manager's budget strategy. A group of citizens, including City Councilman Chris Smitherman, was able to persuade Judge Robert Winkler to block the plan so they could collect signatures to get the issue on the ballot.

That referendum will likely not happen now.
